About Youth Talent Cricket League (YTCL)

"Establishing the legal framework and governance structure managed by Rapid Sports and Events Private Limited."

1. League Name and Management

  • 1.1 The league is called Youth Talent Cricket League (YTCL), hereinafter referred to as “the League.”
  • 1.2 Rapid Sports and Events Private Limited is the official company responsible for managing, organizing, and operating YTCL.
  • 1.3 The League is committed to maintaining the integrity of cricket and ensuring the safety, development, and well-being of all players and members.

2. Objectives of YTCL

Cricket is not just about winning; it is about playing the game with honesty, discipline, and respect. A true sportsperson follows both the rules of cricket and the spirit of the game. YTCL encourages fair play, respect for opponents, and traditional cricketing values such as humility in victory and grace in defeat.

The main objectives of YTCL are:

  • 2.1 To promote high-quality cricket standards and excellent playing facilities.
  • 2.2 To uphold the laws, traditions, and spirit of cricket at all times.
  • 2.3 To encourage equality and inclusivity, ensuring care and respect for all participants regardless of age, gender, ability, caste, race, religion, or background.
  • 2.4 To actively promote anti-racism and equality in cricket.
  • 2.5 To take strict disciplinary action against any individual involved in racist or discriminatory behavior.

3. Membership

3.1 Membership of YTCL includes players and participants who have been officially registered and are actively taking part in the league structure.

4. Governance

4.1 YTCL is governed by a Board of Management, referred to as “the Board.” The Board is responsible for policy decisions and overall supervision of the League.

5. Appointment of Board Members

5.1

Structure & Term

Up to seven (7) members elected at AGM for a 3-year term. 2–3 members retire annually by rotation. Retiring members may seek re-election.

5.2

Officers

The Board appoints a Chairman, Vice-Chairman, and League Secretary from its members.

5.3

Voting

Each member has one vote. The Chairman has an additional casting vote in case of a tie.

5.4

Quorum

A minimum of four (4) members is required to form a quorum for Board meetings.

6. League Management Structure

6.1 YTCL operates through various committees to ensure smooth management, discipline, organization, and administration of matches and events.

6.2 Committees of YTCL

Management Committee

6.2.1
  • Oversees smooth conduct of the League.
  • Ensures compliance with all rules, policies and codes.
  • Has overall authority over other committees.
  • Forms the Disciplinary Committee when required.

Disciplinary Committee

6.2.2
  • Acts as the dispute resolution authority of YTCL.
  • Investigates violations related to misconduct, racism, cheating, doping, unethical behaviour and corruption.
  • Takes decisions based on fairness and league policies.

Organizing Committee

6.2.3
  • Responsible for planning and conducting the League.
  • Manages player registration, shortlisting, and final selection.
  • Handles match scheduling and venue coordination.

Technical Committee

6.2.4
  • Manages all technical equipment and facilities required for the League.
  • Ensures smooth technical operations during matches and events.

7. Committee Terms of Reference

7.1 Each committee shall define its own structure, roles, powers, appointment process, and operational procedures.

8. Rules, Policies, & Regulations

8.1 YTCL has established clear rules and policies to maintain discipline and uphold the spirit of cricket on and off the field. 8.2 All registered players and participants must comply with these rules.

9. Investigation & Disciplinary Process

9.1 Any complaint or suspected violation of League rules will be reviewed by the Disciplinary Committee.

9.2 Appointed officials may conduct investigations where required.

9.3 All participants must cooperate fully during investigations.

9.4 If found guilty, penalties may include suspension, cancellation of registration, or other appropriate action.

9.5Once registration is canceled, the participant cannot take part in YTCL events.

9.6 Decisions of the Disciplinary Committee are final and binding.

9.7 Registration fees are non-refundable if registration is canceled.

9.8 Decisions are not subject to further legal or administrative review.

10. Changes

The League reserves the right to modify or update this constitution as required.

11. Governing Law

This constitution shall be governed by the laws of India.

All disputes shall fall under the exclusive jurisdiction of courts located in Patna bihar.
